The Refugee Proclamation, under article 36, entitles refugees and asylum seekers the same treatment as nationals regarding the registration and issuance of birth certificate. Article 2(2) and 4 of the Vital Events Registration and National Identity Amendment Proclamation No. 1049/2017 that amended article 3(1) of the Vital Events Registration and National Identity Proclamation No. 760/2012 broadens the scope of application with respect to vital events registration to include asylum seekers and refugees. The Proclamation delegates RRS to carry out vital events registration and assign officers of civil status.

The Vital Events Registration and National Identity Proclamation and its Amendment are equally applicable to nationals, refugees, and asylum seekers Accordingly, as per article 18(2) of the Proclamation, birth shall be registered within 90 days following the date of its occurrence unless there is sufficient cause for delay. Also, article 29 of the same Proclamation provides that, where the birth takes place in a health institution the institution shall forthwith prepare a notification paper containing the relevant particulars and give such notification paper to the person having the duty to declare the birth.  And where the birth takes place outside of a health institution, health institution found at the lowest level of administration will forthwith issue birth notification.

    Every recognized refugee or asylum-seeker shall be issued with identity paper attesting to his identity.

    Article 3(1) Scope of Application

    This Proclamation shall apply to any Ethiopian or foreigners found in Ethiopia with respect to the registration of vital events.

    Article 7(3) Ethiopian Mission and Refugees

    The National Intelligence and Security Service shall serve as administrative office for refugees and shall assign staff to act as an officer of civil status.

    Article 18(2) Period of Registration

    Any birth shall be registered within 90 days following the date of its occurrence unless there is sufficient cause for delay.

    Article 29 Birth in a Health Institution

    Where the birth takes place in a health institution the institution shall forthwith prepare a notification paper containing the relevant particulars and give such notification paper to the person having the duty to declare the birth and when the birth takes place out of a health institution, health institution found at the lowest level of administration will assume the above roles of a health institution.
