Description

The Vital events Registration and National Identity Card Proclamation No. 760/2012 and its amendments were enacted with a view of establishing a system of registration of vital events plays a key role in planning political, social and economic developments, in providing different social and economic services to citizens and in making the justice administration expedient and effective. Further, the issuance of national identity cards to citizens has become important for the protection of national security, and for providing efficient services to citizens by the public and private sectors. The Refugees Proclamation, under article 36, entitles refugees the same treatment as nationals with respect to the registration and issuance of certificate of registration of vital events. The Vital Events Registration and National Identity Card Proclamation (Amendment) Proclamation, Proclamation No. 1049/2017, is an important law from the perspective of inclusion of refugees in the national civil registration system and recognition of RRS as office of civil status vested with the responsibility for registering vital events of refugees.

Selected provisions
Article 3(1) Scope of Application

This Proclamation shall apply to any Ethiopian or foreigners found in Ethiopia with respect to the registration of vital events.

Article 7(3) Ethiopian Mission and Refugees

The National Intelligence and Security Service shall serve as administrative office for refugees and shall assign staff to act as an officer of civil status.

Article 18(1) Period of Registration

Any vital event, other than birth, shall be registered within 30 days following the date of its occurrence unless there is sufficient cause for delay.

Article 3(1)

This Proclamation shall apply to any Ethiopian or foreigners found in Ethiopia with respect to the registration of vital events.

Article 18(2) Period of Registration

Any birth shall be registered within 90 days following the date of its occurrence unless there is sufficient cause for delay.

Article 29 Birth in a Health Institution

Where the birth takes place in a health institution the institution shall forthwith prepare a notification paper containing the relevant particulars and give such notification paper to the person having the duty to declare the birth and when the birth takes place out of a health institution, health institution found at the lowest level of administration will assume the above roles of a health institution.

17(1) Principle

Any vital event shall be registered with necessary detail information that can be used for legal, administrative and statistical purposes.
