The Refugee Proclamation, as per article 36, recognizes refugees and asylum seekers the right to have their vital events registered and to obtain vital events registration certificate. Article 2(2) of the Vital Events Registration and National Identity Amendment Proclamation No. 1049/2017 delegates the RRS to serve as administrative officer to carry out vital events registration and issuance of vital events certificates for refugees. Refugee vital events (birth, marriage, divorce, and death) occurring in the country of asylum are registered and equally recognized in the same manner as nationals. The documents can be used for legal, administrative and statistical purposes, as per article 17(1) of the Vital Events Registration and national Identity Proclamation No. 760/2012.

    Every recognized refugee or asylum-seeker shall be issued with identity paper attesting to his identity.

    Article 3(1) Scope of Application

    This Proclamation shall apply to any Ethiopian or foreigners found in Ethiopia with respect to the registration of vital events.

    Article 7(3) Ethiopian Mission and Refugees

    The National Intelligence and Security Service shall serve as administrative office for refugees and shall assign staff to act as an officer of civil status.

    Article 18(1) Period of Registration

    Any vital event, other than birth, shall be registered within 30 days following the date of its occurrence unless there is sufficient cause for delay.
