Decree No. 2017-410/PR/MI mandates the Ministry of Interior to issue renewable five-year refugee cards to recognized refugees, serving as identity documents, residence permits, and work authorizations.
Regarding asylum seekers, ONARS issues renewable six-month attestations granting provisional identity, residence, and work rights during the refugee status determination process.
Furthermore, Decree No. 2017-409/PR/MI reinforces the obligation to issue refugee identity cards and travel documents upon a positive decision by the National Eligibility Commission. These legal instruments ensure access to essential documentation for refugees and asylum seekers, aligning with international refugee protection principles and non-discrimination standards.
The legal framework also establishes a legal recourse mechanism in cases of refusal to issue refugee cards. In this regards, decisions of the National Eligibility Commission can be challenged before the National Appeals Commission, with final appeals lying with the Administrative Court, safeguarding the rights of applicants concerning documentation.
Moreover, Decree No. 2021-017/PR/MI introduces uniform fees for personal registry services, promoting equal treatment and integration of refugees into Djiboutian society regarding access to identity and civil status documents.
