The Nationality, Integration and Public Affairs category examines how domestic legal frameworks support the long‑term inclusion of refugees, asylum‑seekers, stateless persons, and internally displaced persons (IDPs). Integration is a multidimensional process encompassing access to nationality, permanent residency, participation in public life, and social cohesion. 

Access to nationality is central to the enjoyment of rights. While States retain sovereign authority to regulate nationality, they must do so in line with international obligations prohibiting arbitrary deprivation of nationality, preventing statelessness, and ensuring non‑discrimination. Naturalization serves as a durable solution for refugees and stateless persons. Both the 1951 Refugee Convention and the 1954 Statelessness Convention require States to facilitate naturalization by expediting procedures and reducing costs. 

Integration also involves civil and political rights. International law guarantees freedoms of thought, expression, religion, assembly, and association to everyone, including forcibly displaced and stateless persons. While voting and standing for election are rights reserved for citizens, IDPs—who remain citizens—retain these rights and must not face discrimination or obstacles linked to displacement, such as documentation or residency requirements. Refugees may vote in their country of nationality where feasible, and host States may optionally grant local voting rights. 

Social cohesion is an essential dimension of integration, as displacement can heighten tensions, inequalities, and competition over resources. Inclusive policies, equitable access to services, and participatory decision‑making can strengthen trust and cooperation between displaced populations, host communities, and State institutions. 

This category also assesses whether domestic systems provide remedies for violations of these rights and ensure non‑discrimination across all relevant domains.
