Costa Rica recognize travel documents issued by other states, unless it is proven that they have been falsified or granted under circumstances that cast doubt on their authenticity or legitimacy, Article 9 for the Refugee Regulation.

Regarding the travel document issued by Costa Rica, the General Directorate of Migration (DGME) and Immigration has identified the need for refugees to consult with the Embassy/Consulate of the country they wish to visit before proceeding with the necessary procedures and ticket purchase. They should inquire whether entry is permitted with this document, which will be issued by the DGME. This is because some countries have not authorized entry with this travel document, leading to individuals being returned to Costa Rica.
