According to the Refugees Proclamation, article 24(2), every recognized refugee and asylum-seeker shall have access to secondary education subject to availability of resources and the education policy of Ethiopia. This condition also applies to nationals.
Refugees’ access to general education including secondary education is guaranteed in the Education Sector Development Plan (ESDP) VI (2020-2025) under the objective “expanding secondary education for refugees and displaced population”. To achieve this strategy, the ESDP VI aims to develop a strategy for incorporating refugees into the secondary education system; provide in-service training for teachers in refugee camps; and invest in school infrastructure and teaching and learning materials in refugee camps and host communities.
