Tajikistan's domestic laws permit the issuance of travel documents to refugees for international travel. The Law of the Republic of Tajikistan on Refugees defines a "travel document" as a document provided by law enforcement authorities to refugees, allowing them to leave and re-enter the country. However, despite this legal provision, reports indicate that refugees in Tajikistan do not receive these travel documents as mandated by Article No.28 of the 1951 Convention Relating to the Status of Refugees. To date, such documents have not been introduced in the country. As a result, refugees are forced to rely on their national passports for travel, requiring them to obtain exit visas when leaving Tajikistan. A further complication arises when their national passports expire, as they are unable to renew or replace them. This puts refugees in an even more challenging position.
In summary, while the legal framework for issuing travel documents to refugees exists, but these legal guarantees still not implemented and resulting violations of refugees' rights in this matter.
