The relevant Ugandan immigration laws provide the requirement of valid travel documents for any foreigner to be admitted entering Uganda. According to section 53(3) of the Ugandan Citizenship and Immigration Control Act (UCICA), a person who is not a citizen of Uganda shall not be issued with an entry permit, certificate of permanent residence or pass unless that person is in possession of a passport, certificate of identity, convention travel document or any other valid travel document.  Section 2(g) of the UCICA defines a “convention travel document” as a document issued to refugees as per the relevant refugee instruments and the Refugees Act. Whereas the Refugee Act (2006), under section 2 defines travel document issued as per the provision of the Geneva Convention to a refugee lawfully staying in Uganda for the purpose of travelling outside.

Section 3 of the Registration of Persons Act provides the definition of an identity document that shall include the following— (a) birth certificate; (b) baptism certificate; (c) immunization card; (d) a voter’s identification card; (e) an immigration document;(f) a valid Uganda or foreign passport or a document that may be used in place of a passport; (g) a valid driving licence; (h) a valid residence permit; or(i)a certificate of acquired citizenship; 

Therefore, the cumulative reading of the above provisions leads to the conclusion that, in Uganda, it is generally accepted that a refugee’s valid travel document issued by another State is recognized as a formal documentation and proof identity.
