Country context
Montenegro, country located in Southeast Europe, has maintained an open-door policy for individuals seeking international protection, particularly asylum seekers and refugees. Since the implementation of the new Asylum Law in 2018, asylum seekers are required to first register their asylum intention before their claims are processed.
Montenegro extended its Temporary Protection (TP) regime for Ukrainian refugees in March 2023, responding to the continued arrivals due to the war in Ukraine. However, this extension is not guaranteed beyond March 2024, as further extensions are contingent on Montenegro’s progress towards European Union membership.
...The country made progress with the establishment of the Statelessness Determination Procedure (SDP) and the strengthening of birth registration procedures. The SDP aims to address the legal status of individuals at risk of statelessness, particularly those born outside the country but residing in Montenegro.
