Country context
Croatia, located in Southeastern Europe has, since February 2022, provided unhindered access to territory for refugees from Ukraine, implementing the Temporary Protection Directive. This initiative has allowed for country-wide reception centers and additional rights beyond the requirements of the Directive, particularly in healthcare and welfare. The country has made progress in integrating refugees, particularly from Ukraine, by providing economic empowerment opportunities through refugee-led organizations and private employers. However, challenges remain in facilitating broader inclusion, including addressing language barriers, formal recognition of qualifications, and simplifying procedures for refugees seeking employment, especially in state institutions.
In addition to refugees from Ukraine, Croatia also receives refugees from other countries, and engaged in efforts to improve its asylum procedures, including implementing training for border officials and advocating for the protection of fundamental rights. While Croatia’s asylum system has expanded, the recognition of international protection for refugees remains limited. Family reunification procedures are complex, often hindered by a lack of documentation, and the country’s pathways for complementary protection are limited.
...The country has also made efforts to address statelessness and continues to work on resolving cases of individuals who remain stateless or at risk of statelessness. Legal aid remains critical for these individuals to navigate the administrative and judicial systems to secure their rights and access identity documentation.
Croatia continues to develop and implement its strategies for refugee integration, working with municipalities, schools, and the private sector to enhance inclusion and provide economic opportunities for refugees. This approach is reflected in the country’s ongoing efforts to balance the integration of refugees with the demands of its labor market.
