The Constitution and laws of the country provide that the restriction of freedom of movement and detention of refugees shall be carried out only when it is for preventive and necessary purposes. Article 43 of the Regulation stipulate that no other restrictions on movement shall be applied to refugees than those necessary. Refugees could be submitted to preventive apprehension for a maximum of twenty-four hours for the purpose of verifying their immigration status. This period may be extended if decided by the Director General of the Immigration Department.
