Do domestic laws and policies provide access to primary education for forcibly displaced and stateless persons?
Assessment by population
Analysis
Costa Rican legislation establishes the compulsory nature of primary education and its recognition as a fundamental right, both constitutionally and legally, which is applicable to both refugees and asylum seekers. The Constitutional Chamber of the Supreme Court of Justice has extensively developed in case law the scope of the fundamental right to education and has ruled that this right cannot be limited for reasons of immigration status or lack of documents related to the academic training received in the country of origin.
