Article 33 of the Constitution states that all persons are equal before the law and no discrimination contrary to human dignity may be practised.
In 2014, Costa Rica signed a national policy for a society free of racism, racial discrimination and xenophobia 2014–2025 and an Action Plan. This policy aims to adopt effective measures to promote respect for diversity and guarantee exercise of the human rights of indigenous people, afro-descendants, migrants and refugees in Costa Rica and to eradicate all forms of racial discrimination.
