Selected provisions
State regulation in the field of education is carried out to protect the constitutional right of citizens to education and to ensure quality control of education.
State regulation in the field of education is also aimed at overseeing the activities of educational institutions and managing the quality of education.
The recognition (nostrification) of educational documents issued by foreign states that do not have an agreement or treaty with the Republic of Tajikistan on the mutual recognition of educational documents is determined by the authorized state body for supervision in the field of education and science.
Foreign citizens and stateless persons have equal rights with the citizens of the Republic of Tajikistan to receive preschool education and upbringing, primary education, general basic education, and general secondary education.
1.The state guarantees the citizens of the Republic of Tajikistan the right to education, regardless of nationality, race, gender, language, religion, political beliefs, social or financial status.
2.The state guarantees free general secondary education in state educational institutions for the citizens of the Republic of Tajikistan. Free education at subsequent levels is provided on a competitive basis within state orders. Free education in non-state professional educational institutions may be provided in accordance with the institution’s charter or the founder’s decisions.
3.Restrictions on a citizen's right to education based on age, health condition, criminal record, or other factors may only be imposed in accordance with the legislation of the Republic of Tajikistan.
4.Citizens of the Republic of Tajikistan, foreign citizens, and stateless persons have the right to choose their educational institution and form of study—full-time, evening, distance, home-based, inclusive, or external.
5.The state guarantees free education once in state educational institutions at the levels of primary, secondary, and higher professional education, as well as postgraduate professional education.
6.The state supports gifted students by assisting in their education, awarding them special state scholarships based on academic performance, and, if necessary, sending them abroad for study.
7.The state guarantees funding for the education and upbringing of orphans, children left without parental care, children with disabilities, and other persons specified by the legislation of the Republic of Tajikistan in state educational institutions using budgetary funds. It also ensures their employment after graduation.
8.The state organizes free home-based or hospital-based education for citizens who are unable to attend general education institutions for an extended period due to illness.
9.Graduates of educational institutions have equal rights to continue their education at the next level.
10.Foreign citizens and stateless persons have equal rights with the citizens of the Republic of Tajikistan to receive preschool education and care, as well as primary, basic general, and general secondary education.
1) A scholarship is an amount paid to students, interns, residents, postgraduate students, doctoral candidates, and postdoctoral researchers in full-time studies.
2) The following types of scholarships are established in the Republic of Tajikistan:
-Presidential scholarship of the Republic of Tajikistan;
-International scholarship of the President of the Republic of Tajikistan "Durakhshandagon";
-State academic scholarship for students;
-State scholarship for postgraduate students, doctoral candidates in specialty fields, doctoral and postdoctoral researchers;
-Named scholarship.
3) The Presidential scholarship of the Republic of Tajikistan is awarded to students, postgraduate students, and doctoral candidates in specialty fields who have achieved significant results in academic and scientific activities, in accordance with the procedure established by the President of the Republic of Tajikistan.
4) The international scholarship of the President of the Republic of Tajikistan "Durakhshandagon" is awarded in accordance with the procedure defined by the Government of the Republic of Tajikistan, with the aim of supporting talented individuals, considering the needs of the national economy for training personnel in educational and scientific institutions abroad.
5) The state academic scholarship is paid to students in secondary and higher professional education institutions from the state budget. This scholarship is granted to students for their achievements in academic and scientific activities.
6) For first-year students studying at state expense, the state academic scholarship is paid from the beginning of the academic year until the first session (half-year session). The amount and procedure for its payment are determined by the Government of the Republic of Tajikistan.
7) Orphaned students, students without parental care, and students with disabilities of the first and second groups are granted the state academic scholarship regardless of academic results.
8) The state scholarship is paid to postgraduate students, doctoral candidates in specialty fields, doctoral and postdoctoral researchers studying at state expense. The amount and procedure for payment of the state scholarship to postgraduate students, doctoral candidates, and postdoctoral researchers are determined by the Government of the Republic of Tajikistan.
9) A named scholarship is established by government bodies, local executive authorities, self-governing bodies of towns and villages, as well as individuals and legal entities. The amount and procedure for payment of this scholarship are determined by its founders.
10) Foreign nationals and stateless persons studying under quotas allocated by the Government of the Republic of Tajikistan are paid the state academic scholarship from the state budget of the Republic of Tajikistan.
11) Other monetary payments for students are determined according to the procedure established by the Government of the Republic of Tajikistan.
1) Additional education is implemented to meet the needs of individuals, society, and the state based on additional educational programs and supplementary educational services.
2) An individual may receive additional education in educational institutions and after completing their studies in institutions of additional education.
3) Additional education is carried out in general and professional educational institutions outside the main educational programs or in institutions of additional education.
4) Institutions of additional education include:
- Centers for children's and youth creativity;
- Small academies of sciences;
- Palaces, stations, and clubs for children and youth;
- Professional sports, craft, art, music schools, and painting schools;
-Short-term vocational training courses;
- Houses and studios for children's and youth creativity, sports and tourism camps;
- Student organizations;
- Youth sports schools, specialized youth Olympic reserve schools, youth sports clubs, children's sports grounds;
- Physical culture and sports clubs based on residence;
- Physical culture and sports clubs for people with disabilities;
- Wellness institutions, schools of higher sports mastery, and Olympic training centers;
- Specialized primary art educational institutions;
- Institutions for advanced training, retraining, and other institutions with appropriate licenses.
5) Additional education is based on the principles of voluntary choice of the type of additional educational institution and education, the desires and inclinations of the learner, and is provided without restrictions to all individuals.
6) Advanced training and retraining of teachers, specialists, and employees of additional educational institutions in relevant educational institutions are carried out to acquire in-depth knowledge and professional skills, as well as to master new professions and specialties.
7)Advanced training and retraining of teachers and specialists are conducted by state and non-state educational institutions, as well as by individuals and legal entities, either free of charge or on a contractual paid basis.
8)Additional education received by students of professional educational institutions through short-term courses may be organized on a contractual paid basis.
Nostrification of Educational Documents from Foreign States
