Description

The Cabinet of Ministers of the Kyrgyz Republic's Resolution No. 493, dated September 21, 2023, approves the Program of State Guarantees for Providing Citizens with Medical and Sanitary Aid. This program aims to reorient the existing framework of state guarantees.

Paragraph 2 - Categories of citizens by social status entitled to receive medical and sanitary care at the outpatient level and in hospitals free of charge and on preferential terms

Paragraph 2. Categories of citizens by social status entitled to receive medical and sanitary care at the outpatient level and in hospitals free of charge and on preferential terms:
1. Participants and invalids of the Great Patriotic War.
2. Disabled people of the Batken events.
3. Heroes of the Kyrgyz Republic, the Soviet Union.
4. Juvenile prisoners of concentration camps.
5. Survivors of the Leningrad blockade.
6. Disabled people of the Soviet Army.
7. Participants and invalids of military operations on the territory of other states.
8. Citizens affected by the Chernobyl accident (persons suffering from diseases caused by the consequences of radiation accidents; persons who took part in the work to eliminate the consequences of the Chernobyl accident in 1986-1987, as well as disabled persons for whom a causal relationship has been established between the onset of disability and the Chernobyl disaster; persons who took part in the work to eliminate the consequences of the Chernobyl accident in 1988-1989; families of those killed during the liquidation of the Chernobyl accident and those who died as a result of diseases caused by the consequences of the Chernobyl accident; persons evacuated (voluntarily left) in 1986 to the Kyrgyz Republic from the exclusion zone or resettled, as well as those who voluntarily left the resettlement zone in 1986 and in subsequent years; persons who voluntarily left in The Kyrgyz Republic from the zone of residence with the right to resettlement after the accident at the Chernobyl nuclear power plant; military personnel and officers and rank-and-file personnel of the internal affairs agencies who served in the resettlement zone, the zone of residence with the right to resettlement; children and adolescents under 18 years of age evacuated and resettled to the Kyrgyz Republic from the exclusion zone, resettlement zone and residence with the right to resettlement, including those who were in the intrauterine state on the day of evacuation, as well as children of the first and subsequent generations of citizens specified above).
9. Citizens awarded orders and medals of the USSR for selfless labor and impeccable military service in the rear during the Great Patriotic War.
10. Citizens who were subjected to illegal forced mobilization into labor columns (labor army) during the Great Patriotic War and subsequently rehabilitated.
11. Rehabilitated citizens.
12. Widows of disabled veterans and participants of the Great Patriotic War.
13. Widows of Leningrad blockade survivors.
14. Families of fallen servicemen.
15. Families of soldiers who died in the Great Patriotic War.
16. Families of fallen employees of internal affairs agencies.
17. Persons with disabilities of groups I and II due to an industrial injury, occupational or general disease.
18. Persons with disabilities in vision and hearing.
19. Recipients of the "Uy-bulogo kömök" benefit.
20. Children with disabilities under 18 years of age.
21. Persons living with HIV/AIDS.
22. Children born to mothers living with HIV/AIDS.
23. Persons with disabilities from childhood (I-III groups).
24. Children, in case of loss of a breadwinner.
25. Orphans living in state orphanages, family orphanages (foster families), boarding schools for orphans and children left without parental care.
26. Persons awarded the Order "Baatyr Ene" and the Order "Mother Heroine".
27. Children under 6 years of age.
28. Graduates of orphanages, boarding schools left without parental care, under 23 years of age.
29. Pensioners 70 years of age and older.
30. Citizens subject to conscription for active military service, sent by military medical commissions for medical examination on an outpatient basis or treatment in a hospital setting.
31. Conscripts in cases where it is impossible to provide them with qualified medical care in departmental healthcare organizations during their military service.
32. Persons under preliminary investigation, as well as persons serving a sentence, persons serving a term in a penal colony in the event of an emergency that threatens the patient's life, in the event that it is impossible to provide them with medical care in the medical services of the penitentiary system, the pre-trial detention center of the State Committee for National Security of the Kyrgyz Republic, temporary detention centers of the Ministry of Internal Affairs of the Kyrgyz Republic.
33. Citizens living in nursing homes.
34. Family members of the deceased and missing persons (parents (father, mother) upon reaching retirement age if the deceased was an only child; children under the age of eighteen) who received serious, less serious and minor bodily harm confirmed by the relevant conclusion of a forensic medical examination, persons recognized as persons with disabilities as a result of injuries received in the events of March 17, 2002 in the Aksy district of the Jalal-Abad region, April 6, 2010 in the Talas region, April 7, 2010 - in the cities of Bishkek and Naryn, May 13, 14, 19, 2010 - in the Jalal-Abad region and in the June 2010 events - in the city of Osh, Osh and Jalal-Abad regions. 35. Ethnic Kyrgyz who voluntarily crossed the border arriving in the Kyrgyz Republic with the status of Kairylman.
36. Clients of penitentiary and post-penitentiary probation.

Chapter 2 - Primary health care

7. The basic package of medical services is provided free of charge to all citizens of the Kyrgyz Republic registered with the Family Medicine Center/General Practice Center, refugees and asylum seekers in the Kyrgyz Republic, as well as Kairylmans, upon presentation of a certificate confirming their status.
8. Basic package of medical services for pregnant women:
1) with physiological pregnancy:
- general blood test;
- general urine test;
- determination of protein in urine;
- blood type;
- HIV examination;
- ultrasound examination of the fetus;
- syphilis test;
- gonorrhea test;
- oral glucose tolerance test;
- hemoglobin level;
- vaginal and cervical canal sampling;
- urine analysis for bacteriuria using Gram staining (for women in the first trimester of pregnancy), trichomoniasis if indicated;
- tuberculosis screening if indicated;
- detection of psychoactive substance use;
- preventive talks about breastfeeding, caring for a healthy newborn, postpartum contraception and family planning, warning signs for the mother and newborn, nutrition, lifestyle and routine in the postpartum period;
2) with pregnancy pathology, including tuberculosis and HIV:
- outpatient specialized medical care;
- management of pregnant women with a high risk factor;
- hospitalization if indicated;
- for management of a woman in the postpartum period up to 10 weeks;
- postnatal care/home visit by a family doctor/nurse;
- screening for depression/abuse and specialized outpatient care;
- training on breastfeeding, healthy newborn care, postnatal contraception and family planning, warning signs for mother and newborn, nutrition, lifestyle and routine in the postnatal period.
12. Conditions for the provision of basic health care packages:
- free of charge for pregnant women;
- free of charge for children aged 0 to 18.

Chapter 3 - Outpatient rehabilitation and physiotherapeutic care

19. Rehabilitation and physiotherapeutic care is provided to citizens at the FMC/FGP without providing medications upon presentation of a referral from a specialist.
20. Outpatient rehabilitation and physiotherapeutic services:
- galvanization;
- electrophoresis;
- ultra-high-frequency therapy (UHF);
- ultrasound therapy;
- ultraviolet irradiation.
21. Conditions for the provision of outpatient rehabilitation and physiotherapeutic care:
- free of charge to citizens specified in paragraphs 2-3 of Chapter 17 of this Procedure;
- on preferential terms in the amount of 50 percent of the cost of the medical service according to the Price List to citizens specified in paragraph 1 of Chapter 17 of this Procedure;
- all other citizens are provided with rehabilitation and physiotherapeutic medical care on a paid basis according to the Price List.

Chapter 4 - Inpatient care

22. Inpatient care (day hospital) is provided by the inpatient care departments of the Family Medicine Center/General Practitioner Center to citizens of the Kyrgyz Republic without providing medicines and medical products, subject to registration with the Family Doctor’s Group and a referral from a family doctor.
23. Conditions for the provision of inpatient care:
- free of charge for citizens specified in paragraph 2 of Chapter 17 of this Procedure (socially vulnerable categories of citizens);
- on preferential terms in the amount of 50 percent of the cost of the medical service according to the Price List for citizens specified in paragraphs 1 and 3 of Chapter 17 of this Procedure;
- all other citizens are provided with inpatient care on a paid basis according to the Price List.

Chapter 5 - Specialized outpatient medical care (SOC/CO)

24. Specialized outpatient medical care is provided by specialists of:
- family medicine centers;
- general practice centers;
- outpatient diagnostic departments of hospitals;
- consultative diagnostic departments of hospitals.
25. Conditions for the provision of specialized outpatient medical care (SOC):
- specialized outpatient medical care at the FMC/COPC level is provided under the conditions specified in Chapters 1-4;
- specialized outpatient medical care at the hospital level, including admission, examination, consultation and prescription of treatment by SOC/COPC specialists, is provided free of charge upon a referral from a PHC specialist (FMC/COPC) for citizens specified in paragraphs 1-3 of Chapter 17 of this Procedure;
- in hospital ADO/KDO laboratory diagnostic tests specified in paragraphs 6 and 13 of this Procedure, subject to a referral from a PHC specialist (CSM/CVP), are provided on a fee-based basis at the expense of the referring PHC organization;
- in hospital ADO/KDO laboratory diagnostic tests in addition to the tests specified in paragraphs 6 and 13 of this Procedure, subject to a referral from a PHC specialist (CSM/CVP), are provided on a fee-based basis according to the Price List.
Rehabilitation, physiotherapy, and inpatient-replacing care in hospital ADO/KDO for outpatients is provided on a fee-based basis according to the Price List.
26. Citizens who apply to a hospital ADO/KDO without a referral from a CSM/CVP specialist, regardless of their entitlement to benefits, are paid according to the Price List.
27. Citizens, regardless of their entitlement to benefits, independently pay for the cost of expensive examinations and manipulations. The cost of expensive examinations and manipulations is determined according to the Price List.

Chapter 11 - Specialized Psychiatric Care

68. Specialized psychiatric care in outpatient settings is provided by:
- family medicine centers;
- general practice centers;
- family doctor groups;
- mental health centers.
69. Conditions for the provision of specialized psychiatric care in outpatient settings of ADO/KDO mental health centers:
laboratory diagnostic tests and consultative and therapeutic care are provided free of charge:
- persons suffering from mental disorders;
- children under the age of 18;
- military personnel serving under contract (officers, warrant officers, sergeants, sergeants and privates), and conscripts;
- internationalist soldiers who became disabled as a result of military service;
- participants and persons who became disabled as a result of the liquidation of the consequences of the accident at the Chernobyl nuclear power plant;
- persons undergoing an initial psychiatric examination, an initial forensic psychiatric examination, an initial forensic psychological examination and an initial forensic psychological-psychiatric examination by decision of judicial or investigative bodies;
- persons who have become victims of human trafficking;
- persons receiving monthly social benefits.
For other categories of persons, as well as persons undergoing a repeat psychiatric examination, a repeat forensic psychiatric examination, a repeat forensic psychological examination and a repeat forensic psychological-psychiatric examination by decision of judicial or investigative bodies, laboratory diagnostic tests and consultative and therapeutic care are provided with payment of the full cost of medical services according to the price list.
70. Specialized psychiatric care in inpatient settings is provided by mental health centers.
71. Conditions for the provision of inpatient specialized psychiatric care:
- hospitalization of patients suffering from mental illnesses is free of charge;
- hospitalization of patients in psychosomatics and narcology departments is carried out with the introduction of a co-payment for the therapeutic profile. The amounts of co-payment, differentiated depending on the availability of rights to benefits, are provided in paragraph 60 of this Procedure.
