Description

​The Identification and Registration Act is a legislative measure enacted by the Federal Government of Somalia in March 2023. This Act led to the establishment of the National Identification and Registration Authority (NIRA), tasked with developing and managing a comprehensive national identification system. Under this system, Somali citizens and legal residents are issued a unique National Identification Number (NIN), facilitating the verification of identities in both digital and in-person transactions. The implementation of this identification framework aims to streamline administrative processes, enhance national security, and mitigate fraud and corruption within the country. ​

Selected provisions
Section 6 - Registration of Individuals

2. Every citizen and legal resident shall be required to register with the Authority and be issued a National Identification Number (NIN).
3. The registration process shall involve—
(a) The collection of biometric and demographic data as prescribed under this Act;
(b) The verification of identity using official documentation and any other prescribed means;
(c) The issuance of an identification document upon successful completion of registration.."
