Education is a fundamental human right for every Somali citizen. The State shall ensure the provision of free primary education to all citizens.

Inclusive education shall be promoted by addressing the requirements of learners with special needs, including appropriate modifications in curricula, teaching methods, educational resources, communication mediums, and learning environments.
