Andorra is a landlocked sovereign country situated in the eastern Pyrenees of Southwestern Europe, bordered to the north by France and to the south by Spain. There are no dedicated facilities or camps for persons seeking international protection; individuals reside in standard private accommodation dispersed throughout urban areas. The refugee and asylum-seeking population in Andorra remains limited and predominantly comprises individuals from regions such as the Horn of Africa and the Middle East. Those granted temporary admission or humanitarian residence do so under exceptional arrangements and integrate into regular urban communities rather than specialized settlements.
Andorra has not acceded to the 1951 Convention relating to the Status of Refugees or its 1967 Protocol and there is no domestic statutory framework for the formal recognition of refugee status, and protection claims are handled on an ad hoc basis. In practice, the absence of a formal asylum system has been evident in reports noting that no requests for asylum were received in recent years and that any assistance to persons of concern is provided under exceptional humanitarian considerations.
...In the area of statelessness, Andorra ratified the 1954 Convention relating to the Status of Stateless Persons on 10 November 1994. Domestic nationality law, governed primarily by principles of jus sanguinis, provides for acquisition by descent and, under specified conditions, by birth in Andorra where parents have established long-term permanent residence. Naturalization requires renunciation of prior citizenship after a minimum residency period of ten to twenty years, depending on educational integration. The constitution establishes that acquisition or retention of another nationality results in automatic loss of Andorran nationality. These provisions aim to prevent statelessness at birth and to maintain legal certainty regarding nationality status.
