Domestic laws and policies in Ethiopia do not currently permit access to public or social housing for refugees. The Integrated Housing Development Program (IHDP), which is the primary government-led initiative aimed at providing housing for low- and middle-income households, explicitly excludes refugees and foreigners from participating in the program.

Refugees or foreigners in general are ineligible to benefit from ownership of immovable property, including access to condominium housing units under the IHDP.  The IHDP focuses on addressing the housing needs of nationals through various saving schemes and lottery draws, targeting different income groups with different pre-saving modalities. These schemes prioritize nationals and do not extend housing benefits to refugees residing in Ethiopia.

While there are provisions in place to support nationals in accessing affordable housing, such as VAT exemptions on building materials and machinery, and subsidies for different unit types based on income levels, refugees are not included in these initiatives.

Therefore, based on the current legal and policy framework, refugees in Ethiopia do not have access to public or social housing programs like the IHDP.
