The Refugees proclamation, under article 14 (5), the Refugees and Returnees Service (RRS) is tasked with facilitating reunification when requests are made by recognized refugees or asylum-seekers to reunify with their family members within Ethiopia. However, the Refugees Proclamation has not provided detailed procedures to regulate family reunification including the specific ground for refusal of family reunification. Also, there are no subsidiary legislations nor guidelines issued to administer family reunification applications.
