The Refugees proclamation, under article 14 (5), the Refugees and Returnees Service (RRS) is tasked with facilitating reunification when requests are made by recognized refugees or asylum-seekers to reunify with their family members within Ethiopia. However, the Refugees Proclamation has not provided detailed procedures on how RRS facilitates family reunification. Further, there are no subsidiary legislations nor guidelines issued to administer family reunification applications including the administrative assistance by the authorities. In practice, RRS in collaboration with UNHCR provides attestation letter, proof or registration, birth certificates and other relevant documents that facilitates family reunification.
