Along with the Immigration Proclamation, the Regulation sets out rules and regulations for foreigners in the requirements of getting into or departing from Ethiopia. It also gives a guide to how a foreigner can register and earn a residence permit. Specifically, it administers the manner and procedure of removal of foreigners illegally staying in the country, including refugees. It also administers documentation of refugees travel document, residence permit etc.
