Do domestic laws and policies provide for the exclusion from refugee status of persons who are not in need of international protection?

According to Article No. 3 of the Refugee Law of the Republic of Tajikistan, the provisions regarding the granting of refugee status do not apply to individuals if:
- There are sufficient grounds to believe that they have committed war crimes or crimes against peace and security of humanity, as defined by international legal acts recognized by Tajikistan;
- There are sufficient grounds to believe that they have committed serious non-political crimes outside Tajikistan prior to arriving in the country;
- There are grounds to believe that they are guilty of actions that contradict the goals and principles of the United Nations;
- They are receiving protection or assistance from other UN agencies and institutions, except for the United Nations High Commissioner for Refugees.
This list of circumstances serves as the basis for denying the recognition of refugee status or the granting of asylum.

Legal provision
Article No. 3 - Persons not deserving of international protection or not in need of it
This law does not apply to asylum seekers and refugees if there are grounds to believe they have committed war crimes, serious non-political crimes abroad, or actions that violate the goals and principles of the United Nations.
