Bangladesh is not a signatory to the 1951 Convention or its 1967 Protocol and does not have national legislation or policy framework on asylum. As such, the question regarding adherence to international standards in regard to exclusion is irrelevant.
Without national asylum legislation, UNHCR conducts mandate Refugee Status Determination (RSD) for non-Rohingya asylum-seekers and follows internal core standards and procedures as presented in UNHCR’s Handbook and Guidelines on Procedures and Criteria for Determining Refugee Status.
