Description
The Proclamation is enacted to enable the making of fundamental changes in the system of recruitment and selection; to improve conditions of work; and to establish a system for adopting uniform administration of civil servants. Article 15 of the Federal Civil Servants Proclamation does not allow foreign nationals to serve as civil servants with the exception of foreigners of Ethiopian origin as provided in the Foreign Nationals of Ethiopian Origin Proclamation. However, article 21(2) of the Federal Civil Servant Proclamation stipulates that a government institution may appoint a foreign national on temporary bases, where it is proved that it is impossible to fill a vacant position that requires high level of professional by an Ethiopian through promotion, transfer or recruitment.
Selected provisions
Without prejudice to Article 5(2) Proclamation of the providing Foreign Nationals of Ethiopian Origin with Certain Rights to be Exercised in their Country of Origin under Proclamation No 270/2002 and Article 21(2) of this Proclamation, a person who is not an Ethiopian national may not be eligible to be a civil servant.
