In both the Federal Government of Somalia and Somaliland, vocational training initiatives aimed at enhancing the skills of youth and displaced persons are available, largely through non-governmental organizations (NGOs) and international agencies. However, these efforts are not systematically integrated into national policies, which limits their scalability and sustainability. While these initiatives provide valuable opportunities for skill development and employment, they often operate in a fragmented and ad-hoc manner, lacking a cohesive framework that aligns with broader national development goals. The absence of a unified national strategy means that these programs are often short-term and dependent on external funding, making them vulnerable to discontinuation or reduction in support.

Despite these limitations, there are significant efforts to address youth employment and vocational training within broader national planning frameworks. For example, the National Youth Policy (2020) in Somalia outlines strategies for improving the economic prospects of young people, including promoting access to vocational training as a key component of youth development. Similarly, the National Development Plan (NDP) 2020–2024 provides a broader roadmap for economic and social development in Somalia, which includes enhancing education and vocational training as essential components for achieving sustainable development. These plans emphasize the importance of empowering the workforce with the skills necessary to meet the demands of a growing economy.
