The Federal Government of Somalia and Somaliland have established domestic laws and policies that set national education quality standards through comprehensive frameworks regulating curriculum development, teacher qualifications, and school accreditation. Oversight is provided by Somalia’s Ministry of Education, Culture, and Higher Education and Somaliland’s Ministry of Education and Science, both of which are tasked with ensuring that educational delivery aligns with national priorities and international benchmarks, including those set by UNESCO and the Sustainable Development Goals (SDGs).

For internally displaced persons (IDPs) and refugees, these quality assurance mechanisms are extended to ensure inclusive and consistent learning experiences. Nationally standardized curricula are used to promote equity across regions, while teacher training programs aim to enhance instructional capacity and pedagogical skills, especially in schools serving displaced populations. Formal assessments are also conducted to monitor learning outcomes and ensure continuity of education for children who have experienced disruption due to displacement.

In addition to state-led efforts, partnerships with UN agencies such as UNICEF and UNHCR, as well as international and local NGOs, play a critical role in supporting quality education for displaced communities. These partnerships implement alternative and accelerated learning programs, remedial education services, teacher mentoring, and school infrastructure rehabilitation projects. Collectively, these initiatives contribute to maintaining education quality across Somalia and Somaliland, with particular attention to ensuring that forcibly displaced learners have access to safe, relevant, and effective educational opportunities.
