According to the Ugandan National Social Protection Policy (2015), "social security" is composed of direct income support and social insurance. Direct Income Support is non-contributory regular, predictable cash and in-kind transfers that provide relief from deprivation to the most vulnerable individuals and households in society.
The Social Protection Policy is premised on the provisions of the Constitution of the Republic of Uganda. The 2015 National Social Protection Policy (NSPP) and 2016–2020 Social Sector Development Plan aim to establish comprehensive social protection services to address vulnerabilities for all Ugandans, including host communities. There are two main non contributary social safety net programs the Uganda Social Action Fund (NUSAF) and the Senior Citizens’ Grant (SCG)
The Senior Citizens' Grant (SCG) is a major social protection intervention in Uganda aimed at reducing income poverty, facilitating access to social services, building a foundation for productive livelihoods, and enabling older persons to live a life of security and dignity. The Senior Citizens' Grant (SCG) is a pilot program in Uganda that provides a universal old age pension to people over 65 years old. The program is a collaboration between the Government of Uganda, the UK's Department for International Development (DFID), and Irish Aid.
The Northern Uganda Social Action Fund (NUSAF) is a government organization in Uganda that aims to help local communities in the 18 districts of northern Uganda. The World Bank has provided $100 million in funding for NUSAF. The development objective of the Third Northern Uganda Social Action Fund Project for Uganda is to provide effective income support to and build the resilience of poor and vulnerable households in Northern Uganda.
The NUSAF has four main components which includes labor-Intensive Public Works and Disaster Risk Financing, livelihood Investment Support, Transparency, Accountability and Anticorruption (TAAC), and Safety Net Mechanisms. The goal of NUSAF is to provide effective income support to and build the resilience of poor and vulnerable households in Northern Uganda.

Paragraph XIV(b) - General social & economic objectives (National Objectives & Directive Principles of State Policy)
The State shall endeavour to fulfill the fundamental rights of all Ugandans to social justice and economic development and shall, in particular, ensure that — (a) all developmental efforts are directed at ensuring the maximum social and cultural well-being of the people; and (b) all Ugandans enjoy rights and opportunities and access to education, health services, clean and safe water, work, decent shelter, adequate clothing, food security and pension and retirement benefits.
