Analysis

Rohingya refugees have no legal right to work in Bangladesh and are not covered by any Bangladeshi labour protection law. Besides absence of national legislation on refugees’ rights to work/rights at work, there are no provision available in any other domestic laws or policies that protect refugees’ right to fair remuneration in Bangladesh.

As per the Government of Bangladesh- United Nations Framework on Skills Development for Rohingya Refugees/ Forcibly Displaced Myanmar Nationals and Host Communities (2022), for the refugees the minimum daily stipend is 363.64 BDT (a little above USD 3, for unskilled category) and maximum is 681.82 BDT (around USD 6, for skilled category), while monthly stipend for unskilled labour is 8000 BDT (below around 72 USD) and 15000 BDT (around 136 USD) for skilled functions. For the host community, the remuneration remains the same, however Bangladeshi volunteers receives additional BDT 2000 per month for transportation and tiffin allowance. In the past, the highest remuneration was BDT 8,000 per month (BDT 50 per hour) which has been revised in different categories by the Government, which is linked with the minimum wage rate of the country.
